Yes, an OK from a provider on p411 means that the hobbyist, respected that provider's time and person. A guy cannot get multiple OK's from the same provider only updated ones. So, him having say triple digits in provider OKs on p411 greatly diminish and far outweigh any negative talk about him openly or privately, especially by providers whom he has never seen or requested an appointment from and of course, other guys.
A hobbyist cannot give you a p411 OK, but how he does give you one, at least in his opinion only, is by a yes recommendation review on a review board like this one, word of mouth recommendations public or private, to other hobbyists and the biggest one IMO, is seeing you for future sessions.
