His “handlers” obviously did not have him hopped up on “Go Joe”, or what ever they had him on at the State of the Union, and what they have planned to shoot him up on at the debates.

The Kenyan President looked a little puzzled. He was probably thinking he got stuck on something like Candid Camera as a joke.

It’s almost pitiful to watch. That is, until you remember that Biden is an old, senile, stupid, inept corrupt lying piece of shit.
