There are several objectives and when you are engaged in international trade negotiations you need to be flexible.
They are paying a price for their past theft of intellectual property, forced technology transfers, forced "partners" for joint ventures, and so on.
The world is getting a great reminder of their practices and hopefully China will eventually reform their provincial and ill advised policies.
In the meantime, if the cheap plastic shit at Walmart goes up a few cents, who really cares when we have full employment and a roaring economy?
