The Japanese company that owns the ship has a major problem; they have the crew, the cargo, and the fallout from the cargo to think about. How much is it worth to them to get the crew back? Probably not too much. How much is it worth to them to get the cargo back? A lot more unless it's perishable. How much is it worth to them to not have revealed to the world what the cargo is? A whole lot if there is something nefarious on board.
When we went through the "ditch", we had all our stations manned like we were entering port. We were ready at a moment's notice to start emergency generators, drop anchor, or whatever it took to not have that happen to us. My ship, a helo carrier, was much smaller than the cargo ship.
