That's probably true. I grew up in Northern Illinois. The City I lived in was a factory town. Almost all my relatives worked in some sort of manufacturing industry. 			While more hiring occurs in red states, the article explicitly says that isn't because of job creation: ". . . we found that faster hiring hasn't translated to faster job growth. When we ran the payroll numbers, the typical red state wasn't adding jobs any faster than the typical blue one." And, if you have to continually rehire for the same jobs (and retrain), hard to imagine that's good for business.

Fun fact-- not all Red states are Right to Work states.  I live in Ohio.. very much red these days, but voters have had 2 opportunities to remove Right to Work and have opted not to.  
 
Also-- for those who have always lived in a Right to Work state-- its important to note the main fundamental difference between those who are and aren't has little to do with hiring.  Right to Work simply means while you "can" join a union if in a union shop, you cannot be required to. Also, you want a higher income? The top 10 states with highest median income are blue states, and 16 of the top 18. And 12 of the bottom 13 are red states.
