How to post attachments

Hello. I'm new here, and was wondering how to post attachments like MJewel did in https://eccie.net/showthread.php?t=3046568 Unfortunately it doesn't show the pic anymore, but it was there for about a week. I can't seem to find any more examples. She didn't use a 3rd party website to host the pic. I see "you may not post attachments" at the bottom of the new thread screen. How do I get permission to post attachments? Sorry if this question has already been answered but all I found was old threads saying it's not possible, but MJewel somehow did it.

now I see "You may post attachments", but after I click "go advanced", I see "manage attachments" and I see a paper clip button, but neither one do anything when I click them.
