Three comments:
1) At least they're good at something;
2) They managed to find ways around the system in place. Sounds familiar.
3) I'm amazed that a government official actually discovered malfeasance. And it only took them 5 YEARS! 5 FREAKIN' YEARS!?
This should be a lesson in "regulation doesn't work" on SOOOOOO many levels.
