Well, that
has already been done by the military, and yes indeed, that sort of firearm is considered to be a machinegun.
There is a technical term for the not-a-trigger that you envision. For the sake of clarity, it is called a
sear. That is the name of mechanical part that does not allow the gun to fire. until it is released by a manual trigger, or by an electric solenoid etc.
