Hey I was recommended to join p411, however, when I tried signing up ,it advised to give three references/champions 1stly, so in other words do they have to be p411 verified as well or could they be my referees from here? Just curious

I think the guys have to be on P411.

When I signed up they asked me for the same thing from ladies I've seen

and the ladies had to be active P411 members in good standing at the time they recommended me.

Yes they have to be p411 verified in order to verify you into the board. There's also other verification methods used in the initial sign up as well
