I didn't know about the Ukrainian flag until you mentioned it.  Googling it, it looks like McCarthy did that back in March of last year, right after the Russian invasion.  And yeah, I agree, that doesn't look good.  Apparently now McCarthy is pushing for less aid to Ukraine and more accountability. Democrats are raising hell about that. 
 
I don't think McCarthy is very ideological.  He's a reflection of his caucus and he's going to do whatever it takes to keep it together and to keep him at its head.  You can see that in his murmurings about Ukraine.  You could see that after the alleged insurrection too.  At first he slammed Trump, but when he figured out the majority of the base and Republican Congressmen were still behind Trump, he changed his tune.

Giving Aid to Ukraine is a bad move on America's part. You can almost compare it to your favorite Football Team's Field Goal kicker, kicking Field Goals for the opposing team because their Field Goal kicker has a sprained ankle, it's stupid. Anyone who says America is giving Aid to Ukraine because America is a humanitarian country is full of shit. There are homeless people and Tent Cities scattered all over America. I am yet to see anything constructive done to alleviate that problem. America is no longer a Country it's a Corporation. If they can't make money off of something it isn't worth the trouble.
