I’m wondering this too. How much damage will the Trump administration do to the scientific community in America through his anti-DEI campaign and his foreign student ban, and most of all his defunding of the university to research pipeline.
The best and brightest are currently moving to Asia and Europe to join scientific research elsewhere.

I would not call that rigging an agency.
I would call that resructuring or reconfiguring . . .whatever . . .I support what is going on.
