I did not overlook the last paragraph sir, especially since we both quoted the 
EXACT same source/article. It is the modernization, not the drawdown which has produced the greater push for less people in the factory thereby resulting in the subsequent layoff requests. Much like the automobile industry where robotics have played a key role in reducing the number of people required to build the car you and I and many others drive on a daily basis.  Albeit, the drawdowns may trigger a very 
very very small cutback in production.
