So, Trump took the USA out of the JCPOA agreement in May 2018. Iran waited a full year before starting to breach the limits of enriched Uranium they could have by reinstalling the high speed centrifuges that had been turned off or as someone wrote "mothballed". This allowed them to enrich up to the 60% concentration they have today.
Bottom line if they were doing all the cheating that has been implied by some they would have been way past 60% concentration of U-235 by now.
