Absent presidential leadership, congress might have fucked it up with a lot of stuff like gimmicky refundable tax credits, payoffs to states with no accountability so that they could kick the can down the road regarding responsible budget decisions, and wasteful pork-barrel projects. 
  
But President Obama exercised strong leadership and made sure that didn't happen! We concentrated on valuable, shovel-ready infrastructure projects that we all know put about 3.5 million unemployed Americans back to work.
