Individuals are going to have their own reasons.  For some its just kinky, for others it fulfills a temporary need.  Many crossdressers only do it for sexual gratification, which is one of the definitions of "fetish".  They are still raging heterosexuals and have no desire to be with a man or become a woman.  They just get off on dressing up.
 
It's a pretty complicated, convoluted topic really.  And it's one that is primarily a male-only issue.  Women have been "crossdressing" for quite some time, but its not the same.  Put a woman in jockey shorts and a wife-beater and it's no big deal.  put a guy in tap pants and a camisole and suddenly he's a freak.  Silly rules, but rules nonetheless.
