IRS hires firm that caused Healthcare.gov disaster to write Obamacare tax system

Most Americans remember the disastrous rollout of the Obamacare website, Healthcare.gov, with its defective code, locked up screens, and crashing routines. The rollout was the crowning achievement of the worst public policy catastrophe in American history. Now, according to a Thursday story in the Daily Caller, the company responsible for the disaster, CGI Federal, has been given the opportunity to create another cybernetic disaster. The IRS has awarded the company a $4.5 million contract to create the Obamacare tax program.

CGI seems to have violated just about every good practice where it comes to building and testing computer systems. In particular, it failed to perform a stem to stern systems test before the website went live in October, 2013. Large parts of the sign up system, particularly the backend where people were assigned to their insurance plans, were nonfunctional. The federal government failed to conduct proper oversight of the project and signed off on its going live even though it was bound the fail.

The federal government fired CGI in January, 2014, and brought on another vendor to revamp the Obamacare sign up system from top to bottom. By all accounts, it is running far more smoothly. However, a feature of the system that was installed by deliberate design that sends personal information to marketing and advertising firms has raised privacy concerns.

CGI has not fared very well performing other government contracts as well. The states of Vermont and Massachusetts, as well as the Canadian province of Ontario, are among the company’s many unsatisfied customers. So the idea, that the IRS would use it to write a major system upgrade, seems inexplicable.

The IRS has found out, after the fact, that its systems do not interface with the Obamacare system very well. This situation is very concerning as the tax agency is the enforcer of the Obamacare mandates and collects excess money if one takes an excessive subsidy. That the IRS is scrambling to rewrite its systems over a year after Obamacare went live speaks to a lack of proper systems analysis when the health care system was designed and coded in the first place.
