It sounds to me like there are parts of Chicago in which the citizens are not FREE to go about their personal lives without FEAR of being killed. It seems IT SHOULD BE A PRIORITY FOR GOVERNMENT TO ASSURE THEY CAN BE FREE TO GO ABOUT THEIR PERSONAL LIVES.

The only way out is to admit we cannot integrate Muslims into our society, like many other countries have determined. If they aren't here, there is a much greater chance they won't blow shit up, and we won't have to spend the resources monitoring them, and limiting our freedom to be left alone by the government.
