I would think that if one thought sex trafficking was going on you wanna stop that immediately rather than observing it for weeks. It seems like when this happens they are not interested in sex trafficking but interested in catching a big fish utilizing the services. It is more a ploy for national media coverage then to actually protect vulnerable people from abuse. I know if I thought a vulnerable person was being abused I would not watch it for months. Any law-enforcement agency or Department of Health can close any place almost immediately. By not rescuing the women immediately they are stating that they believe that nobody was in immediate harm.
