It takes more than one signature to make a contract. The NBA has a contractual duty to him, too.
13d of the NBA Constitution and By-Laws doesn't cover private speech. That's not "fail to fulfill its contractual obligation." I thought they might try to backdoor it through 13a (willful violation of basically anything ever) and Sterling would win in a court.
However, if he refused to pay the fine, he's out.
