I believe this accusation to be unwarranted. The OP initially did not include the value of the tip and only added it when I insisted that it be included in order to receive PA. His explanation to me was enough to satisfy me.
While I don't think this is review "Quacking," it is close. Please keep in mind the ECCIE Guidelines, in this case:
#11 - Review "Quacking" , a term which describes openly proclaiming falsehood in reply to a review, will be strongly discouraged by our staff. If you believe a review to be false, use the RTM function to report it to your local staff.
