I agree mendacious can mean simply lying, but it is more than that, it means a deceitful, disingenous (in particular), fraudulent, two-faced, duplicitous lie.

What I am saying is that he made a statement based on his understanding. That changes the context of what you are referring to as "lying."

He may have a MISunderstanding of the term Caucasian, but that is not the issue.

I threw away my Latin grammar books many years ago, but surely a phrase such as:
he was a lying bastard
and
he was a mendacious bastard
are both using lying and mendacious in an adjectival context?
On the other hand
he was lying
and
he was mendacious
have a rather different meaning.
Substitute he/she for he for political correctness.
