Yes, you can join P411 discreetly. Makes screening much easier. Never been asked for references since I joined. But I play quite often, so have a lot of okays.
When I joined, two provider references and I did not have to give personal info. Then used prepaid credit cards to pay. I now have lifetime membership there.

Different ladies use references for different purposes. 1 or 2 is enough for the "not a cop" test. But if she wants to filter out guys based on how rough you get or if you expect to be fucking for the entire hour she is going to need a bigger sample size. Or she has thin walls and needs to know how loud you get so she doesn't lose her incall due to neighbor complaints. Or maybe three is her lucky number. Chances are you will never really know why. Even if she told you, given how often men and women in general completely agree on what is logical and reasonable in a given situation you still won't be happy.
