There are literally millions of people that cannot manage their finances. All you have to do is look at the individual bankruptcies and credit card debt to figure that one out.
If the inability to manage finances was a reason to not allow weapons possession you would have to disarm the United States government because they cannot even keep the government running because they cannot manage money.

SNOPES reports that what Congress did last February did not change any existing law and that it was and still is illegal to sell weapons to people adjudicated to be mentally incompetent.

Trump did sign the Congressional bill undoing Odumbo's Executive Order, but it didn't change the laws that were already on the books. Odumbo's action was challenged by the ACLU and reversed by Congress because Odumbo's policy reduced what should be a medical review by medical professionals to an administrative action by a government bureaucrat: "The Social Security Administration would report to the Attorney General individuals receiving certain kinds of Social Security mental health disability benefits."
