I've found Car Max to be on the high end of the used market. They charge a premium for the "pre-owned certification" that a good mechanic will do for next to nothing (need one to trust? I have one I've used for 10 years).
delites brings up some very good points, especially about the fleet pricing and the warranty protection.
My favorite car buying story was about five years ago. I had a price I wanted on an SUV that was before TT&L, negotiated with the salesman, and he gave me an offer sheet that was for that price. He said "OK this is all in...total." I said, "By that, you mean TT&L?" He agreed, and noted it in writing on the offer sheet at my request. Because of the time of night, we agreed to close the next day, but I left knowing I was over $1k ahead. The next day when I went to close, I had the manager of the dealership acknowledging the guy had made a mistake and begging me to give them back the $1k+. I knew what dealer price was on the car from kbb.com, so I agreed to give them back $200 so they wouldn't lose money on the sale. Six months later, I went back to the same dealership to help a friend buy a car, and I saw the salesman that had screwed up...he had been demoteed from the new car lot to the used car lot. I figured he would be pissed but he came over to shake my hand, and told me that me giving back the $200 was the difference between him staying on and not getting fired. I only felt kind of bad lol
