I fail to understand the argument. As far as I can read the the rules apply to every one, not separate rules for whites and blacks. The Demo's have little faith in the black persons ability. They are seen as too stupid to procure an ID Card, to dumb to request an absentee ballot and just too backward to go to the polls during voting hours to vote. Really if you are that stupid should you be voting any way?

1.) The bill states that voting places need to be open a MINIMUM of 9 hours a day in a 15 hours window from 6am to 9pm.

2.) In rural districts where there are less than 1000 people, the minimum requirement is 4 hours. Rural folks vote Republican. Why would Republicans write a bill to hurt their voter base?
