Have you never heard of someone impersonating a police officer?

Even without masks the criminals can still pretend to be ICE agents. As far as name and badge number, a criminal wouldn't give false information, would he?

There are no fewer than 7 links in post #1 here to stories of ICE impersonators. And yes, making them identify themselves and show a badge is a good way to deter this behavior. It's not fail-safe, but it's often successful.

Why is MAGA so quick to defend living in a police state? I find that to be fucking insane.
