Verizon Internet has a feature called Home Network Protection. It may be on for your account by default (or may have recently been activated without your knowledge - my understanding is they've been rolling this out nationwide, over time, so not everyone gets it all at once). It blocks sites that have been decreed by McAfee as "malicious". If you log in to your Verizon account online, and go to the section for Internet access (I can't describe this in full detail, since I don't have Verizon - so I have to do some hand-waving here...), there should be a place where you can turn it off.
I can totally see where they'd classify ECCIE as a "malicious" site, because some of the pop-up ads that you get while accessing ECCIE that I've seen over time have absolutely tried to drop malware on my system.
Try looking at that, and disabling Home Network Protection (if you dare...

There doesn't seem to be a way to add specific sites as exceptions, it's either completely on, or completely off...), and see if that changes anything for you.
