Decision probably has to do with the belief that most starting on this board at 18 - 20 are probably not attending their first rodeo. Strong possibility that they were runaways lured into the biz. That being what these laws are made to eliminate.

I don’t think society believes that porn actresses are runaways taken from the streets, isolated from family and friends or anyone that can help them, and forced into a life of sexual slavery.

Some places have already increased age to purchase cigarettes. Raised age to acquire drivers license. Purchase firearms in some stores. I wouldn't be at all surprised if purchasing pornography and entertaining in it changes to 21 in the future.
