Actually the bill was introduced on December 6, 2018 and was originally proposed by him way back on April 26, 2017. Has it gained any traction in the Senate?

I think they should get the money by having the IRS collect the back taxes owed by fake contractors who were really employers cheating the system out of employment taxes.

From re-reading information, we are both correct.  Cruz had introduced a bill in December to use money from El Chapo to build a wall.  He reintroduced the bill in early January.  
 
My question to you remains unanswered -- do you have any updates on the status of the bill?
