Usually when a Spa is busted it's for health licensing related issues to a massage business. And they happen to bust the owner for pimping while checking girls for age and then letting the girls and customers go on their way.
Escorting is legal in Las Vegas. You can be with an escort for dinner, show etc... no issues. Only when it comes to sex for money. Many escort ads in Vegas will say something like - You're only paying for her time, not a specific service.
Most misdemeanors are not worth the cops or the DA's time and effort. That's why not much happens to regular escorts. Many more AMPs are busted for health dept reasons or if there are reports of underage girls working. AMPs usually have an owner or someone they can pin pimping felony on.
Even though illegal, not much work is ever done because - not a felony.
If you're pimping, or underage is involved - you're going to jail.
