Yup. If he gets caught (especially by a female co-worker who files a sexual harassment complaint) an investigation will ensue and you the boss failed to report it? You're out of there.
So you can report him, to cover your ass or strongly suggest he desist in his extracurricular activities on company time. And hope he doesn't get caught and bring you down with him in said investigation.

Been there, done that, once. My cheeks (not talking about the flushed ones on either side of my nose) left an imprint at the head of the table.
