Each state will have some differences, but based on some common sense in so far as patters of legislation among the Western states at least (with the exception of California and now Oregon) the following is probably consistent throughout the immediately impacted States along the border with Mexico.

The Texas Education Code says early on as follows:

Sec. 1.002. EQUAL EDUCATIONAL SERVICES OR OPPORTUNITIES. (a) An educational institution undertaking to provide education,
services, or activities to any individual within the jurisdiction or geographical boundaries of the educational institution shall provide equal opportunities to all individuals within its jurisdiction or geographical boundaries pursuant to this code.

A thorough reading of the Education Code might disclose some qualifiers and/or language that restricts that rather broad phrase (to say the least), but on the surface ....

.. that would include someone in the jurisdiction or geographical boundaries ILLEGALLY.

Our President wants to limit immigration, except for the industries he is involved in. Simple hypocrisy but evidently to complicated for his folliwrrs to grasp.
