Laz you were correct about the second problem.
Vouchers will not fix the first problem. Public Education has Legacy problems among other things, just as these so called private schools will have in thirty years. Cherry Picking the nbest students does not mean you are some great educator. Better than a public school teacher. It means you have better students from which to work from.

Let's try vouchers, and see if they work. We know the Federal government has failed. There are good students in both systems, but in the government schools, the bright ones are discriminated against. Teachers are told to teach to the middle or the bottom of the class, leaving the bright students bored.
But if you want a more average demographic, check out the Catholic schools. Much better education, and they don't tolerate crap.
Then, just for fun, find all the references in the Constitution allowing the Federal government to mandate education. Take your time and find them all.

Actually, no. They just brainwash different ideas.
I can name specific schools--all privte--that teach the following:
--The bible is litteral, and if you don't agree, you aren't welcome at their school
--Pi is equal to 22/7
--Dinosaurs are a myth created by the liberals
--The seperation of church and state was never intended to apply to orthodox (an ill defined term) christians
--Women should not be part of the workforce once married
--All amendments to the constitution are wrong and should be undone (any guess which ones they keep pointing to as most evil?)
The scary part is these come from multiple schools, not a single isolated example.
The best schools I have seen are private.
The scariest schools I have seen are private.

It is not a matter of Demographics, it is a matter of motivated parents. Do you think parents that have their children enrolled in Catholic schools are not motivated? They are. Good parents are involved in their kids education. Bad public schools have bad parental participation.
You are just repeating right wing talking points , they nor you are in the real causation.

Agree. Every study--as well as personal experience--says parental involvement is the single biggest factor in the quality of education.
Vouchers will solve that problem. They enable the students to go to the school that is best for them. We are already spending the money so there will not be a dramatic increase in cost per student as many are implying here.
Vouchers seem a logical step in the right direction, but the devil is in the details of application. In any voucher system you will still have many students not going to the best school for them. Vouchers by themselves only change who gets to go to the "good" schools. Until we upgrade the quality of more schools--thus providing more "good quality education" opportunities--we will not fix the problem.
The second problem is the idea that all students should go to college. There are a lot of good trades that can provide people with a great life that do not require college. Many of these trades can have courses that could be taught at the high school level so that high school graduates have the skills necessary to get good jobs. The amount of money being spent on college is not justifiable for many degree programs.

As for the population getting dumber I would have to say they are less educated. The capability for intelligence has not changed. Look at who is getting elected and you have proof of that. It is my belief that the politicians do not want a smarter electorate. It would be much more difficult to manipulate the voters if they were smarter.
The population responds to what is rewarded. For the most part we do not reward the right things

I have no idea what "legancy" is. However, if you meant legacy costs, how does that even enter in to the conversation. There isn't anything that can be done with those costs, except to manage future claims better. Government is the entity that fucked up, oops, sorry, fuc'd up legacy costs. Those would be much better managed in a private setting.
This will be fun. Explain your concept of legancy, oops, that is, legacy costs and why it precludes eliminating federal involvement in education.
