Two reasons ;

1.The Democrats have not had their shit together in Congress (even when holding majorities) since the LBJ days of his being the Master of the Senate with Sam Rayburn backing him up in the House.They don't organize together well.

2.The Democrats historically do not play Hardball well like the Republicans do.Too many Democrats are in states or districts where they cannot be Too Liberal.They have to play a little conservative to gain election.
