The problem with this argument is that plenty of citizens get CDLs and then wind up killing other Americans.

And nothing in the data shows that immigrant CDL holders are more likely to have fatal accidents than non immigrants.

Therefore even if you replaced every immigrant commercial driver with a non-immigrant CDL holder it’s extremely unlikely that it would change the accident rate in any significant measure.
