Wrong.
Under current international law, specifically the 1951 Refugee Convention, there is no binding requirement for an asylum seeker to claim asylum in the first safe country they enter.
While this is a common misconception, the legal realities and rights under international law differ from this "first safe country" narrative.
INA § 208 8 U.S.C. § 1158 is not international law.
