Yes some texting apps work on cellular service and some work on WiFi. Service so you should find one for your tablet

Google Voice should work on a tablet, even if you have to use it via the webpage.

The TextFree app for android worked well for me (phone calls were rough but texts were fine. Only downside is that if you don't use the number for 30 days they will reclaim it. It uses WIFI so you should be good putting that on a tablet.
