This may not have anything to do with religion - so forget about the Minister's license.

I took it that he was more than a little concerned about increasing that chance of damage to his health by not being protected, to the point he is doing without sex.

But than, an excessive concern about STD could turn an health nut into preaching at everyone about being safe about your health.
