Word in military circles is that Trump was snookered into doing the raid by his aids simply telling him that Obama was too chicken to do it. They knew that's all they needed to say to get him to bite. And boy did he ever.

No the responsibility always falls to the person that gives the go ahead, when OBama passed it on to Trump it was with OBama telling the new administration more intelligence was needed and a decision could then be made, Trump did his intelligence and made the decision while eating dinner with Priebus and Kushner, not a very presidential way to decide to put soldiers in harms way. While the raid was going on instead of being in the situation room monitoring the raid, Trump was tweeting about how big his crowds have been.
