The majority of National Emergencies are sanctions against a country. Or terrorism, or some such. All of the National Emergencies pertaining to Africa by Obama are sanctions against those countries.
No one "said a god damn thing" because he wasn't trying to subvert the will of congress.
And now trump is attempting to subvert the will of congress.
Which is why people are pissed.

None of Obama's were to fulfill a campaign promise or ignored facts from his own administration that disproved the claim for the need of a National Emergency to be called.
