Perhaps you should consider a "stop barking collar" that you can get at any pet supply store. While they do not pose the potential health risks that cattle prods do, they will certainly get/keep your "subbies" attention. There are different size collars, which I am sure you could find a suitable one that would wrap nicely around the base of his penis or scrotum. Make sure you get the type with the remote control so you can "zap" at will.

I had not thought about a dog collar. Most of those have an adjustment on them to regulate the intensity. On high they pop pretty hard....Now that would make a wicked cock ring!

As a submissive in training to be a Domme, I have experienced a cattle prod many times. It bites!
When in role it's not too bad as long as it's a quick tap here and there. I was thankful that my genitalia never got tapped. The ass can take a lot of torture... lol

A cattle prod seems harsh to the point of injury—perhaps even death.

Look into one of the low end stun guns maybe.

another idea might be (MIGHT be) found at the hardware store. There is equipment for shocking a pet dog to keep it inside the fence. Not too strong and low amps.

Another rig could be a "TIMS" unit. This is an electric stimulator built for therapy for muscle relaxing.

Being a bear er dogg of very little brains, less experience, and run towards more mundane tastes, what is the use of ginger?

Also Wally world sells small bells that are attached to fishing poles. These resemble cowbells but smaller and attach with teethed clamps.

Thought the 'teethed' clamps would a least make the post a bit more interesting.

After reading post above mine, training dog collars are really good for 'errant' behavior.

They use remote controls and having seen one used on a buddy, produce amusing results.
