To your questions of why not earlier? I imagine the availability of video on cell phones not being as wide sprrad to capture police misconduct is why.

I would presume that conditions are actually MUCH better than they were in the 80's and 90's. However, more instances are being captured on video that weren't previously.

That should be scary but also weirdly refresh ingredients because change is happening, just slower than we want.

It's scary because if Slager shot Walter Scott in 1990, no accountability would have been taken. Instances like that certainly did occur in higher frequency in the 80's and 90's.
