In other words, let's reward obamacare's failures by throwing more taxpayer dollars at it. Let's bail out the insurance companies! Bribe them not to pull out of the exchanges! Promise to cover their losses! Turn the whole thing into a game of "Heads I win, tails you (taxpayers) lose!"
