They are trying to cover up the false report of a crime, if in fact it is a false report of a crime, but we are trying to discover the truth here and the low level of trust in the Chicago Police Department, which is richly deserved, creates greater uncertainty in this unfortunate situation and/or crime or coverup of a non crime staged to look like a crime.
