It's a Metallica concert with a narrative about a roadie getting sent out into the city amidst a riot interwoven into it. Interesting idea, but could have been better.
And close, but not Airplane.

This looks like The Scarecrow of Romney Marsh... though my recollection of that is its three episode "miniseries" run on TV's Walt Disney's Wonderful World of Color... It did get a British theatrical release though as Dr. Syn, Alias the Scarecrow, FWIW.
An early role for Patrick "The Prisoner" McGoohan, may he rest in piece.

That would have been my guess but I would not have known the full title without looking it up on the internet. Also, biomed was posting in my place. Do tv movies count for posting purposes or just theatrical releases?
