They've certainly appeared as such. What still amazes me is the gullibility of the American people. Years ago, when Bill uttered those famous words, "Yes, I smoked but I never inhaled..." the American people set the stage for his antics by believing him. A "National Hero" would have packaged the evidence against HillaryNoMore and company, personally taken it to a U.S. Attorney who would take it before a Grand Jury, and produced the Agents and witnesses to provide probable cause that Federal crimes were committed, while asking that she be indicted.

Although the DOJ has "rules" in place to regulate the prosecution of Federal criminal cases a U.S. Attorney can proceed as the law and facts indicate and is not required to seek DOJ approval to seek an indictment. When the AG has a private conversation with a family member of a suspect (and WITNESS), the AG is "disqualified" himself/herself from any decision making in the criminal process including discretionary decisions. Comey knows that, and knew that.
