The only fairly liberal place I can think of in Texas is Austin so maybe he would have a puncher's chance there if he was in the right district. Otherwise, I can't think of a single place in Texas where a black gay man would get many votes.

Then again, one of my sister's best friends is a black gay man. She always talks about how fun he is when they go to the mall to go shopping so people like her would vote for him. I just laugh when she talks about him because I think the last time I was in a mall was over 15 years ago because I hate to shop. Thank God for Amazon and being able to go shopping on your couch when you need something! I will go to Walmart on occasion for toiletries though and that's about it.
