An acquaintance of mine in San Antonio, who carries a concealed handgun without a CHL, was with a couple of policemen and informed them of that fact. They did nothing to enforce the law. So was the guy breaking the law when the cops knew he was violating the law yet chose to do nothing about it? If a law is ignored by law enforcement, it therefore holds no consequences.
