I would say the Doublemint Twins, but I doubt anyone remembers them.
Do you wish to be in similar costumes?
How about Siamese Twins, joined at the rear?
A doctor and a nurse?
A nurse and a patient?
Since it's going to be closer to Christmas, two of Santa's Elves
Dorothy and Glinda the Good Witch
Two Cheerleades with megaphones that look like a penis
And if you're slightly kinky, a Master and a slave.
Two sword-wielding, chainmail covered ladies
Just a few suggestions. I hope I get to see what you finally come up with.

What about a pair of TV cops, a la Cagney and Lacey or Rizzoli and Isles? Complete with the furry handcuffs to lock up the naughty boys?
Steampunk is turn of the 20th century type fashion - think Edwardian with a little sci/fi thrown in.

I was kinda narrowing it down to these two below....two very different looks(:
My top choice at the moment....naughty secretary/librarian....would tie hair back and also pair with heels and glasses(:
