Lipstick, eye liner and mascara. Nothing else needed or wanted.
In a dimly lit restaurant, you're right, we may not be able to tell the difference. At arms length in the light of day, don't kid yourself. No matter what make-up you are wearing, we know how much, but choose to be polite.
What almost all of us know is to not waste our time commenting to the lady. Hours of wasted discussion over the years has taught us it would be easier to talk a woman into switching religions than it would be convince her she's wearing enough make-up to qualify as a clown.

Hate to break it to you, but you're just used to bad makeup if you can see it clearly. You shouldn't be able to see foundation at all, if it matches her skin tone. All it should do is even out her skin tone, it shouldn't be any darker or lighter. And blush should look even less noticeable than Demi Lovato's natural blush in her makeup-less picture. She has a pretty serious natural blush.. almost too much for my taste. I'm just saying, you're assuming you can always tell when a woman is wearing makeup. And that's true if she's wearing bad makeup. But I guarantee you that you see women all the time in subtle makeup that suits them and you think they aren't wearing any.
How many men have you seen wearing makeup lately? None? Probably wrong. Men's makeup is seriously on the rise (yes, even with straight men), but it is meant to look like he's not wearing any. And it does. Women's makeup should be the same... but most women don't know enough about makeup to pull it off.
Example from the NYT website:

I'm sure you exactly right CD, however few ladies hanging around here have that kind of expertise.

Fair enough point. I don't know enough of the ladies here to make a good judgment call there. I made my point just because it is a pet peeve of mine. Ladies wearing a little bit of bad makeup can look like they are wearing a LOT of makeup. And ladies wearing a lot of good makeup can look like they're wearing hardly any. And most guys can't make the distinction.

To answer the OP: Little to no make up, ending at Moderate. I'd like a lady to feel comfortable with her looks. Light eye treatment and maybe lip gloss.

Have to agree completely, Some ladies are natural beauties, and need minimal make up, other ladies need some assistance, and for them I say Keep it light, right, and don't use a putty knife.....
